Supported Independent Living

Unregistered SIL providers must apply by 1 October 2026

Since 1 July 2026, SIL must be delivered by a registered NDIS provider, under registration group 0138 – Assistance with supported independent living. Registered SIL providers must meet the core module of the NDIS Practice Standards and the new SIL module.

Which pathway are you on?

Registered, with group 0115
No need to apply. Your registration was varied to include 0138, and you must meet the SIL Practice Standards now.
Unregistered, delivering SIL, not yet applied
Submit a valid application for 0138 before 1 October 2026 to keep delivering while it’s assessed.
Planning to start SIL
No transition window. If you apply after 1 July 2026, you can’t deliver SIL until the Commission decides.

Specialist Behaviour Support

Two providers, one person

When a person in SIL has a behaviour support plan, the practitioner writes the plan and the SIL team lives it — on every shift, in the person’s home. The plan is only as good as the information coming from the home, and the home is only as safe as the plan it follows.

Behaviour support practitioner

Assesses the person’s needs, develops the behaviour support plan, trains the implementing provider, and reviews the plan at least every 12 months.

SIL provider (implementing)

Collaborates on the plan, records the data the practitioner asks for, and — for regulated restrictive practices — gets authorisation and submits monthly reports.

Restrictive practices used outside the plan

Unauthorised use is a reportable incident, due to the NDIS Commission within 5 business days — or 24 hours if the person was harmed.

Frequently asked questions

What is the deadline for unregistered SIL providers?

Existing unregistered providers already delivering SIL must submit a valid registration application by 1 October 2026 to keep delivering while it’s assessed.

I’m already registered with 0115. Do I need to do anything?

You don’t need to reapply — your registration was varied to include 0138. You must meet the SIL Practice Standards now, and update your billing to 0138.

Do sole traders need to register for SIL?

Yes, if they’re delivering, managing and coordinating supports that meet the SIL definition.

Who lodges a behaviour support plan with the NDIS Commission?

The specialist behaviour support provider lodges the plan. The implementing provider then activates it, lodges evidence of authorisation, and completes monthly reports on the use of restrictive practices.

What happens if a restrictive practice is used outside the plan?

It’s unauthorised, and must be reported to the NDIS Commission as a reportable incident within 5 business days — or within 24 hours if the person was harmed.

Can two organisations share one person’s records in Comm.care?

Yes. With the person’s signed consent uploaded, another organisation can be added to their Circle of Care, and you control their access to your information. The other organisation needs its own Comm.care account.

Will Comm.care lodge my registration application?

No. Comm.care won’t lodge your application or anything else with the NDIS Commission. It gives your team one connected record of how support is delivered.
